Type definitions were improved and missing APIs were added, making more of the API available in the types.

Decoding correctly handles 4-byte code units split across chunks and replaces a truncated trailing unit with U+FFFD; encoding no longer throws when a surrogate is held across chunks. Whole-buffer decode/encode are unaffected.
TypeScript definitions now correctly represent the library's CommonJS exports, resolving errors caused by definitions that did not match the actual module exports.
