Uses RegExpCreate instead of the RegExp constructor to create the fallback regex.
Reads the flags property only when the environment's getter can be trusted.
Stringifies flags exactly once.
Treats the v flag as implying full unicode.
Only inspects regexpOrPattern when it is an Object, avoiding inspection of non-object arguments.
Does not substitute the Symbol.matchAll polyfill when there is no matcher.
